Main functions:
To draw up the planning of radio spectrum;
To allocate, allot and assign radio frequency;

To coordinate efforts to handle the matters related to electromagnetic interference, maintain the order of the air waves;

The State Radio Monitoring Center
The State Radio Monitoring Center (the State Radio Spectrum Management Center) is a specialized technical agency for the state radio regulation of China, directly under the Ministry of Industry and Information Technology of the People's Republic of China. It is in charge of radio monitoring and radio spectrum management. Our center has 14 divisions, 9 state monitoring stations and two subordinate agencies. It has a staff of over 300.
Main responsibilities:
(1) Be responsible for daily shortwave, satellite radio monitoring; to monitor shortwave, satellite frequency / satellite orbit resource and check whether radio stations work in accordance with the relevant procedures and the approval in accordance with the relevant requirements and regulations.
(2) To participate in the VHF/UHF and microwave monitoring in the Beijing area; to undertake related technical support concerning the radio safety in major events.
(3) To test the radio parameters and electromagnetic environment, find unapproved radio stations, locate and detect the radio interference source, find the source of radio interference from non-radio equipment radiating radio waves, stop or block the illegal radio transmitting through technical measures, in accordance with the relevant requirements and regulations.
(4) To monitor the main technical indicators of the radio equipment, monitor radio radiation from non-radio equipment including industrial, scientific and medical equipment, information technology equipment and other electrical equipment according to the regulations of the state.
(5) To provide technical support to the management of radio frequency and stations and related foreign affairs; to collect fee for frequency occupation by radio stations in Beijing as entrusted by the Ministry of Industry and Information Technology.
(6) To construct, operate and maintain the fundamental radio management databases of the radio frequency station, monitoring, etc.
(7) To study and draft technical standards and specifications related to radio management; to develop and promote the application of software related to the radio management .
(8) To provide technical guidance to the provincial radio regulation.
(9) To manage, entrusted by Ministry of Industry and Information Technology, the State Radio Spectrum Management Center.
(10) To undertake other tasks assigned by the Ministry of Industry and Information Technology.

Radio regulators in provinces, autonomous regions, municipalities and cities divided into districts
They are responsible for radio regulation in addition to military system within the jurisdiction, under the leadership of superior radio regulators and the people's government at the same level. Their main duties are:
(1) To carry out national radio management policies, laws and regulations
(2) To formulate specific provisions of local radio regulation
(3) To coordinate to handle matters relating to radio regulation within their respective administrative areas.
(4) To examine the layout and sites of radio stations, according to their authority of examination and approval; to assign the frequency and call sign to radio stations, and issue radio station licenses.
(5) Be in charge of the radio monitoring within their respective administrative areas.
Radio regulators in departments of the State Council
They are responsible for the radio regulation of their own system. Their main duties are:
(1) To carry out national policies, laws and regulation sconcerning the radio regulation;
(2) To formulate specific provisions of radio regulation of their system;
(3) To examine the layout and sites of radio stations, assign frequency and call sign to the radio stations, issue the radio station licenses, according to the department functions and authority prescribed by the state council and the national radio management organizations;
(4) Other duties that are entrusted by the State Radio Regulator.
