The 2nd Preparatory Meeting for World Radiocommunication Conference 2019 (CPM19-2) opened in Geneva on February 18, 2019. Zhao Houlin, the incumbent secretary-general attended the opening ceremony and gave a speech. As the first significant international activity of ITU in 2019, more than 1400 delegates from 103 member countries, 86 sectors and relevant international organizations gathered to discuss the issues on aspects of 5G system millimeter wave band frequency allocation, low orbit satellite network constellation, intelligent transportation, railway communication, electric vehicle wireless charging, as well as management and application of spectrum related to satellite meteorology and earth exploration, to lay a foundation for WRC19 in the next half year.

Under the lead of Xie Yuansheng, the Director General of MIIT BRR, Chinese delegation was consisted of the Ministry of Transportation, the State Administration of Radio, Film and Television, the National Railway Administration, the Civil Aviation Administration, China Meteorological Administration, Chinese Academy of Sciences and domestic telecom operators, manufacturers, aerospace development organization, satellite operators as well as related research institution. In the next two weeks, Chinese delegation will take part in discussion of all issues and prepare for work report, to contribute the best solution for WRC19 with foreign delegator jointly.
