China, France Launched the 2nd Talks on Satellite Network Coordination in Beijing

The 2nd talks on satellite
network coordination between the Administrations of China and France was held
in Beijing from November 13 to 17, 2017. The talks proposed 213 issues,
involved satellite communication, broadcast, atmosphere, satellite-earth exploration
and space operation services that covering L, S, C, X, Ku and Ka bands. Under
the ITU framework, most of satellite network coordination works were completed
based on the principle of mutual trust and mutual benefit. For those issues
failed to reach a consensus, both sides exchanged the technical analysis
results, pushed the coordination process, and agreed to work on this through
letters, talks, etc.
Xie Cun, the deputy director general at the
Bureau of Radio Regulation (BRR) of MIIT, led the Chinese delegation consisting
of delegates from BRR, the State Administration of Press, Publication, Radio
Film and Television, the State Radio Spectrum Management Center, the China
Meteorological Administration, China Aerospace Science and Industry Corporation
Limited, Beijing Institute of Trail and Telecom Technology, China Academy of Space
Technology, China Satellite Communications Co., Office of the Communications
Authority of Hong Kong Special Administrative Region, China Spacesat Company
Limited, Asia Satellite Communication Co., Ltd and Asia-Pacific Satellite
Telecommunications Co., Ltd. etc.
France
delegation was led by the Deputy Director of Laws Affairs/ Rail Resource
Section of National Frequency Bureau Mr. Amar SAIDANI, including
representatives from National Frequency Bureau, Defense Bureau, ESA, EU
Committee, Europe Satellite Company, Thales Alenia Space, Airbus Defence and
Space, OneWeb, etc.
